ABOUT US

Our extensive experience and qualifications enable us to assist you in all phases of your project, from initial due diligence and planning to transportation and site engineering, and ultimately to construction administration.

 

Our transportation and civil engineering services have been provided to both private and public entities.

 

These have included traffic analyses for Development of Regional Impacts, Rezonings, Concurrency, Access Permitting, Parking Studies, and PD&E Studies. Our projects have also included civil engineering design for Big Box Retailers, Gas/Convenience Stores, Hospitals, Office projects, and Residential projects.

Senior Project Manager

Steven J. Henry is the President and one of the founding members of Lincks & Associates, Inc. With over 32 years of experience, he is a transportation and civil engineer. In his role as the due diligence coordinator, he acts as a liaison between regulatory agencies and clients, which include a local professional sports organization, a regional supermarket chain, regional healthcare systems, and statewide residential home builders.

 

Mr. Henry's professional experience includes transportation engineering, roadway design, and managing engineering studies to evaluate and develop recommendations for projects in both the public and private sectors. He holds a Bachelor of Science in Civil Engineering from North Carolina State University.

Ali Atefi is a transportation planning and engineering expert with over 30 years of government agency experience. During his tenure, he developed guidelines for traffic impact studies, substandard roads, and access management analysis for permitting, site plans, zoning, and comprehensive plan amendments. He also played a key role in developing a Concurrency Management System and Mobility Fees/Impact Fees. 

 

Mr. Atefi specializes in transportation demand forecasting models for traffic impact studies related to larger developments, long-range transportation plans, roadway capital improvement plans, and project development and environmental studies. He holds a Master's Degree in Civil Engineering specializing in Transportation Planning and Engineering from West Virginia University and is a proud member of the Institute of Transportation Engineers (ITE).

David W. Desilet, P.E., Senior Project Manager

David W. Desilet is a highly experienced Senior Project Manager with over 30 years of experience. He leads the civil engineering design group and is responsible for designing, permitting, and overseeing the construction phase services for various types of projects, including public and private roadways, industrial and residential subdivisions, multi-use developments, shopping centers, commercial, and roadway projects.

 

David has spent nearly two decades at Lincks & Associates, Inc., where he has worked on numerous design projects throughout the State of Florida. His impressive portfolio includes a regional project for a national convenience store chain, a state-wide project for a national home improvement supplier, a local hospital, and several residential developments in Pasco County. He has also worked extensively on an international project for Euro Disney in Paris, France.

 

As a certified professional in erosion and sediment control, David W. Desilet is a skilled site development and stormwater design engineer. He holds a Bachelor of Science in Civil Engineering from the University of South Florida.

Senior Project Manager

Robert W. Fulp has over 34 years of experience in transportation engineering. His specialties include civil/site design, roadway and intersection design, traffic engineering (including signals and signing/pavement marking designs), highway lighting design, maintenance of traffic design, intelligent transportation planning/design, access management studies, traffic circulation studies, corridor studies, parking studies, intersection operational analyses, traffic impact studies, concurrency analyses, comprehensive plan amendments, and expert witness services. He is an active member of professional engineering societies such as the American Society of Highway Engineers and the Institute of Transportation Engineers.

 

Mr. Fulp has served as President and Regional Director for ASHE and as President for the Florida/Puerto Rico Section of ITE. With 27+ years of project management experience, Robert W. Fulp is highly respected by peers and colleagues.
